The Government of Uganda has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of National Oil Palm Project (NOPP) and intends to apply part of the financing to payments for contracts for goods, works and services.

 

The procurement program for the 6 (six) years (2023-2029) period will include the following:

 

Procurements for 2023-2029

Estimated value – $8,241,708 (United States Dollars Eight million two hundred forty one thousand seven hundred eight only)

 

Procurement of goods to include:

  1. Procurement of six 4WD double cabin pick-ups, four tractor trailers and 4 seven-ton dump trucks for Buvuma farmer organisations: (2024)
  2. Procurement of six 4WD double cabin pick-ups, four tractor trailers and 4 seven-ton dump trucks for Mayuge farmer organisations: (2025)
  3. Procurement of two tractor trailers and two seven-ton tractors for Masaka farmer organisations: (2025)

Procurement of works to include:

  1. Construction of Fertiliser Store for Mukono Buikwe Hub. (Mid 2026)
  2. Construction of Fertiliser Store for Masaka Hub. (Mid 2025)
  3. Construction of Fertiliser Store for Mayuge Hub. (Mid 2025)
  4. Construction of office block in Mukono Buikwe Hub. (Mid 2025)
  5. Construction of office block in Mayuge Hub. (Mid 2025)
  6. Construction of access roads for Buvuma hub. (2023)
  7. Construction of fertilizer store for Buvuma hub:(2023)
  8. Construction of access roads for Mayuge hub. (2025)
  9. Construction of access roads for Masaka hub. (2025)
  10. Construction of access roads for Mukono/Buikwe hub. (2027)

Procurement of consulting services to include:

  1. Procurement of consultancy services to conduct a Mid-term evaluation of the National Oil Palm Project (NOPP): (Early 2025)
  2. Procurement of consultancy services to conduct an Impact Assessment Study of the National Oil Palm Project (NOPP): (Late 2029)
  3. Procurement of Consultancy services to implement and Environmental and Social Impact Assessment Study for the proposed establishment of out grower Oil Palm plantations in Mukono Hub. (February 2023)
  4. Consultancy services for strengthening Masaka farmer organization: (Mid 2024)
  5. Consultancy services for strengthening Mukono/Buikwe farmer organization: (Mid 2026)
  6. Procurement of specialized consultancy for micro business skilling in Masaka hub; (2026)
  7. Procurement of specialized consultancy for micro business skilling in Mukono/Buikwe hub; (2027)

 

Contracts for goods, works and services will be implemented according to the principles, rules and procedures set out in the current versions of the IFAD Project Procurement Guidelines and IFAD Procurement Handbook and the PPDA Act (2003 as amended) and the Regulations made thereunder in as far as they are consistent with the IFAD Project Procurement Guidelines and IFAD Procurement Handbook

Specific procurement notices for contracts to be tendered under the competitive bidding procedures will be announced as they become available on selected portals, in local newspapers, and other media outlets as appropriate.
