The Ministry of Finance of the Commonwealth of The Bahamas has received financing from the Inter- American Development Bank (IDB), toward the cost of the Citizen Security and Justice Programme, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) will:

  • design, develop, deliver, and monitor the efficacy of a comprehensive competency-based and demand-driven training in technical skills for production related industries and vocational trades for 670 at-risk youth; and
  • design, develop, deliver, and monitor the efficacy of a comprehensive competency-based and demand-driven training in technical, numeracy/literary and soft skills for production related industries and vocational trades providing 200 certificates for incarcerated juveniles.

 

The overall objective of this consultancy is the creation, facilitation and assessment of a customized competency-based training programme for exclusive use by the Citizen Security and Justice Programme and its Revive Academy brand in Production and Trades-related industries, ensuring the successful completion of 670 at-risk youth beneficiaries and the conferring of 200 certificates to incarcerated juveniles. This program should focus on emerging roles in industries that lack qualified personnel. The top-ranked firm will design, develop and deliver a curriculum focused on preparing beneficiaries for innovative roles (traditional or entrepreneurial) and emerging fields in 1) Mining, Quarrying and Manufacturing (40.5%), 2) Construction (38.6%), 3) Transportation and Storage (36.9%), and 4) Electricity, Gas, Air Conditioning and Water which should have a special emphasis on public sector roles in quasi- government corporations (including and not limited to the Water and Sewerage Corporation and Bahamas Power and Light.) This is per industries in the Inter-American Development Bank 2012 Wages & Productivity Survey that reported their main difficulty in hiring new personnel being under-qualification at a rate of 34.4% or above7 and the Ministry of Public Works which is experiencing a growing need for qualified personnel in quasi-government corporations in the Electricity, Gas, Air Conditioning & Water Industry.

 

Firms that express an interest will evaluated based on their ability to:

  • demonstrate at least ten (10) years professional experience with demonstrated competence in designing, developing, delivering and monitoring the efficacy of competency-based training for employment and entrepreneurship in the areas outlined above (or related industries)
  • demonstrate experience with past assignments with At-Risk Youth through evidence of description of assignment, brochures or reports
  • demonstrate experience with past assignments with Incarcerated Juveniles through evidence of description of assignment, brochures or reports
  • demonstrate clear alignment between proposed team/organizational composition and the requirements of the engagement
  • demonstrate experience in working with Governmental organizations, international organizations and small island nations

 

The Ministry of National Security now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

According to paragraph 2.6 of the Procurement Policies, the PEU intends to short list six eligible firms with first consideration being given to firms expressing interest that possess the relevant qualification. Shortlist will be comprised with a wide geographic spread.

 

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the

country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality

of the firm appointed to represent it.

 

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Policies.
