REQUEST FOR EXPRESSIONS OF INTEREST DIGITAL TECHNOLOGY OUTREACH SERVICE PROVIDER
 
1. Sustainable Assets for Agriculture Markets, Business and Trade (SAAMBAT) is a project of the Government of the
Kingdom of Cambodia (GC). The total project cost is approximately US$ 135 million to be financed by a loan ofUS$ 53.2 million and grant of US$ 1.2 million from International Fund for Agriculture Development (IFAD), a loan of EUR 51.5 million from European Investment Bank (EIB), GC financing of US$ 10.80 million from domestic resources
and a proposed grant of up to EUR 15 million from European Union (EU). The Project Development Objective of SAAMBAT is to “Increase productivity of rural youth, enterprises and the rural economy” which in turn contributes to the Goal of “Reduce Poverty and Enhance Food Security.” SAAMBAT is implemented through two Components:
(1) Value Chain Infrastructure; and (2) Skills, Technology and Enterprise. These components are designed to deliver two key Outcomes: (1) Poor rural people’s benefits from market participation increased; and (2) Poor rural people’s productive capacities increased. The Financing Agreement was signed on 12th September 2019 and became
effective on the same date. The Project Completion Date is 30th September 2025 and the Financing Closing Date is 31st March 2026.  
2. the Project Implementation Unit (PIU) of Ministry of Economy and Finance is seeking to hire a service provider namely “SP3” to deliver digital technology outreach campaign to the rural value chains actors. The successful service provider shall be a firm or NGO whose team members has extensive experience in delivering digital literacy trainings, facilitating the adoption of digital applications (similar to those to be developed for KAS) and in working with rural Cambodians. Under overall management of MEF/PIU, the SP3will closely cooperate with and support
TSC as the technical lead agency for SC2.2. 
3. The Purpose of the Assignment is to assist the TSC to deliver the outputs of SC2.2 of SAAMBAT to the highest achievable quality. To this end, the SP3will deploy suitably qualified experts to conduct research on digital technology needs and skills gap in the rural econo my; train rural value chain actors and direct beneficiaries to use digital technology; develop and implement sub-projects to increase use of digital technology; facilitate market research by digital innovators; support testing and roll-out of innovative digital applications linked to KAS; and
monitor uptake of digital technology in the rural value chain.  Reporting responsibilities will include uploading data to the Management Information System (MIS) in close consultation with the M&E officer at MEF-PIU as well astraditional project technical reporting to MEF and TSC.  
4. The Ministry of Economy and Finance now invites Firms/NGOs to indicate their interest in bidding on this contract. In response to this Expression of Interest (EOI), interested firms/NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the services to the meet the criteriaas indicated in the ToR. 
5. A Firm/NGO will be selected in accordance with the Quality and Cost-based Based Selection (QCBS) method setout in the IFAD Project Procurement Guidelines Version 2019 and in consistency with the RGC Procurement Manual (PM) for Externally Financed Project in Cambodia. As such, upon assessment of qualifications and experience ofthe applicants, only eligible and qualified firms/NGOs will be invited to respond to a Request for Proposals.
